Effective January 1, 20026 all meetings, as defined by the South Carolina Freedom of Information Act, of the School’s governing body, must be open, accessible, and livestreamed to the public, except during lawful executive sessions. Links to livestreams should be posted with the meeting notice and subsequently posted on the School’s website within two business days of the meeting. The livestream must be of sufficient quality to permit clear hearing and identification of speakers, and closed captioning is strongly encouraged.
If the governing body cannot provide such livestream access despite making reasonable efforts to restore livestream access during the meeting, it must make a clear audio and video recording of the meeting in its entirety available on the School’s website within two business days of the meeting.
The School shall work with technology partners to provide, expand, or improve livestreaming capabilities. Upon a showing of reasonable efforts to comply, but with evidence of limited or no broadband access, the School may request approval from the State Board of Education’s Policy and Legislative Committee for up to a twelve-month extension to comply.
The State Board of Education may impose penalties for policy violations or noncompliance not to exceed one percent of state funds to the School.
