A lifelong educator and servant leader, Dr. Julia Marshall has dedicated her career to transforming the lives of students through innovation, excellence, and meaningful relationships.
Born in Savannah, Georgia, her railroad family moved to Rock Hill, South Carolina, in 1974, where she has proudly called home ever since. She is a graduate of Rock Hill High School and earned her Bachelor of Arts from Clemson University, a Master of Education from Winthrop University, and a Doctor of Education from Walden University.
Dr. Marshall's doctoral dissertation, The Impact of Culturally Relevant Pedagogy on African American Males, reinforced her lifelong passion for serving underserved populations throughout South Carolina. Her work continues to focus on ensuring every student has equitable access to opportunities that empower them to succeed, with a particular emphasis on African American males and reducing the school-to-prison pipeline. Her reward has been in seeing and working with those she has mentored over the years who have highly successful careers and family lives.
A National Board Certified Teacher, Dr. Marshall served in public education for 28 years as an elementary and middle school teacher and instructional coach. She also spent five years in private preschool administration and taught future educators as an instructor at Winthrop University for a decade. Although she officially retired after an accomplished career in public education, retirement lasted only a few weeks before she accepted the opportunity to join Legion Collegiate Academy as Dean of Students in 2019.
Drawn by Legion's innovative educational model, she saw an opportunity to help "reset the education clock" by creating new pathways for student success. Two years later, she was honored to be selected to serve as the school's Principal.
Under her leadership the school has gained a sound financial footprint, achieved Excellent ratings on the school report card, capacity enrollment with waitlist, established Pathway partnerships with 3 local higher learning institutions, developed a top tier service learning and mental health model for community involvement and maintained a consistent 100% graduation rate as a Dual Enrollment school with a strong percentage of students completing 48 hours of college transferable credit and/or Associates degrees prior to high school graduation.
Throughout her career, Dr. Marshall has received numerous state and national teaching honors and has been recognized as both an International Teaching Fellow (Finland) and a Global Teaching Fellow (Brazil). She is also a published author, TEDx presenter, accomplished grant writer, Learning Spaces Design Grant recipient, and educational consultant. Her leadership has secured significant resources that have expanded opportunities for students and teachers alike.
Dr. Marshall believes the strongest schools are built on relationships. Her leadership philosophy is rooted in servant leadership, ensuring that student and teacher voices remain at the center of every decision. While she is deeply committed to data-informed decision making, she believes that people—not programs—create lasting change. Her solution-oriented approach combines high expectations with compassion, collaboration, and a relentless commitment to student achievement.
Outside of school, Dr. Marshall enjoys spending time outdoors, serving her community, and making memories with her husband, John, their children, Curt and Cate, and their two grandchildren, Oakley and Levi.
Dr. Marshall is the recipient of three transplanted organs and celebrates life to the fullest every day. She is active in the Sharing Hope transplant movement and involved in the Southeastern Kidney Transplant Coalition.
Her favorite quote continues to guide both her personal and professional life as she seeks to improve society through education and advocacy:
"Ask not what your country can do for you; Ask what you can do for your country"
